Foreign Direct Investments in Ireland

It appears Ireland is attracting significant attention worldwide as a rapidly growing European country with the emphasis very much on the “plus side” for foreign direct investment.  With regard to US companies FDI is defined as “Ownership or control, direct or indirect, by one foreign person of 10 per cent or more of the voting securities of an incorporated U.S. business enterprise or an equivalent interest in an unincorporated U.S. business Enterprise.”

There are many factors which go to make up this attraction, some of which are

  • Generous tax laws - Corporation tax is only 12.5%. In addition, other tax schedules allow a reduction of tax payments for foreign residents who are able to take advantage of a Double Tax Prevention Treaty.
  • A skilled work force - The skill set required in the hi-tech and industrial fields are found in a young work force which has an average of age of just 30.
  • A developed infrastructure – The island is relatively small which means that there is almost no point in Ireland more than 110 km from a major air- or seaport. 
    There are four international and seven regional airports in Ireland(32 counties):
    Belfast City Airport
    Cork Airport
    Derry Airport
    Donegal Regional Airport
    Dublin Airport
    Kerry International Airport
    Ireland West Airport Knock
    Galway Airport
    Shannon Airport
    Sligo Regional Airport
    Waterford Regional Airport

  • The country has three major seaports (Dublin, Drogheda & Waterford). The largest, located in Dublin, the Capital city, and a number of the smaller ports all have a direct connection with the European continent.
  • Relief in the form of grants for financing preferential projects. The results of this incentive are very perceptible on the ground as a significant number of multi-national companies prefer to set up their development centres in Ireland.

Benefits for FDIs in Ireland [MP1] are granted in a number of forms, from tax at a reduced rate of 12.5% (from 1.1.2003), to grants (The grants are awarded to capital investments, employees training and export expenses. The size of the cash grants depends on the location of the industry (in addition to other factors) and loans given by the IDA.

 

Benefits for marketing promotion are given either as grants or as loans by the "State Export Board".

  • R&D Tax: A tax credit of 25% is available to companies qualifying for additional R & D expenses over year 2003. The tax credit is in addition to the accelerated depreciation allowed to energy efficient projects.
    The categories qualifying for R&D credits are natural sciences, engineering and technology, medical sciences and agricultural sciences.

The following is list of investments in Ireland dated October 2011 is produced by the IDA (Industrial Development Authority).

Annual FDI inflows into Ireland increased steadily through the 1990s.

  • In the period 1988 to 1990, Ireland's share of world FDI inflows was only 70% of its share of world GDP.
  • However, for the period 1998 to 2000, Ireland's share of FDI inflows was over five times its share of world GDP. In 1998, annual FDI inflow reached $11 billion, up from $2.7 billion in 1997, and then jumped to almost $15 billion in 1999. FDI inflows to Ireland peaked in 2000, at over $24 billion, mainly from high-tech computer and pharmaceutical companies.
  • FDI inflow dropped sharply to $9.8 billion in 2001 with the burst of the dot.com bubble and the global economic slowdown.

Leading sources of foreign investors in terms of per cent of foreign companies invested in Ireland can be broken down as follows.

  • United States (43%),
  • United Kingdom (13%),
  • Germany (13%),
  • Other European countries (22%),
  • Japan (4%), and
  • Others (5%).

As of the year 2000, the primary destinations of foreign investment have been, in order, manufacturing, finance, and other services.
